A healthy outlook 2009-10-15 11:15:51 | Source The world looks different these days to 6-year-old Francisco Acosta. Until five months ago, he'd never been able to see quite right out of one eye. He couldn't lift his eyelid all the way. His parents, who emigrated four years ago from Querétaro, Mexico, knew he needed surgery, but they didn't know how to get insurance. In August, a health worker assigned to Francisco's school, Melrose Elementary in Placentia, helped Francisco's dad sign up for coverage. Francisco had the surgery in November. Doctors lifted his eyelid. A visit to the eye clinic meant he brought home a pair of blue-rimmed glasses, too. "I'm very happy with the operation," said Francisco's father, Francisco Acosta Sr. "It's very important because sometimes we don't dare to try to do things because we're not informed." Francisco is part of a new, privately funded campaign that aims to get health coverage for every child in every Orange County school, a mission many say is critical in a county where an estimated 40,000 to 75,000 children are uninsured. The 100 Percent Campaign will celebrate its first success today at Melrose, the first school in Orange County to help provide health care for all students. Some 153 children who didn't have insurance have received coverage. The program began last summer with $3 million over three years from the St. Joseph Health System. It partnered with Kaiser Permanente, CalOptima and the Children's Health Initiative of Orange County. It would cost $15 million to $20 million to cover all of Orange County's uninsured children, said Barry Ross, vice president of healthy communities for St. Jude Medical Center. The hope is that the $3 million will jumpstart donations and support from corporations, faith-based groups and foundations that could sponsor one school at a time. "We've had this ongoing dream to tackle this issue and fight to make sure there's no kid uninsured in the county," said Robert J. Fraschetti, president and CEO of St. Jude Medical Center. "There's no way we can do this solely by ourselves." HOW IT WORKS Orange County's 100 Percent Campaign was modeled after a program in Solano County, where children at about 30 schools have gotten health coverage, Ross said. Karin Freeman, president of the board of trustees at Placentia-Yorba Linda Unified School District, suggested Melrose as a pilot site. With 96 percent of students on free or reduced-price meals, it seemed like a good fit. The first step was to identify uninsured kids. The principal sent a letter to each parent in the fall asking whether they had insurance. The St. Joseph Health System assigned health access care coordinator Georgina Ibarra to the school. She worked with staff one or two days a week to sort through emergency cards and check whether they listed insurance or a physician's name. Then, Ibarra followed up with each family. She figured out their income and whether their child was a legal resident. State-funded programs don't allow illegal immigrants, but two privately funded programs aren't concerned about status. She helped fill out the application. Ibarra will stay in touch with families, including when it's time to re-enroll. About 60 percent of Melrose families qualified for state health programs. That mirrors patterns statewide, where about half to two-thirds of uninsured children are eligible for Medi-Cal or Healthy Families, Ross said. The remaining families signed up with insurance through Kaiser Permanente Cares for Kids, a low-cost program that charges $8 per child, per month. That's the plan Francisco Acosta, Sr. used for his three children. His son's eye surgery cost him $5 for the visit and $7 for medicine. Melrose Elementary Principal Vivian Cuesta said parents used to ask her staff every day what to do about their sick children. Kids would miss school for long periods of time to recover from illnesses because they weren't going to the doctor. Now, she said, the school's attendance is up 3 percentage points to 97 percent. "What I tell my kids is, now that you all have health insurance, you can stay strong and healthy and you can come to school and be even smarter," Cuesta said.
